Civilian Medal of Honor bill working its way through State Legislature

HARTFORD – A recent bill sweeping its way through the Connecticut General Assembly will allow citizens to become recognized heroes for their service to the state or other citizens. The bill, H.B. 6561, will award a Civilian Medal of Honor to any citizen “in recognition of a valorous and heroic deed” – including, but not limited to saving a life, or threat of death, on behalf of the health, welfare or safety of other citizens. The Civilian Medal of Honor started in the Veterans Committee, then became an amendment to a new bill. State Rep. Penny Bacchiochi, R-Somers, has championed the Civilian Medal of Honor since its onset, especially in the wake of the Newtown tragedy. “So many people, both past and present, have accomplished heroics during times of emergency or tragedy,” said Rep. Bacchiochi, who serves as the House Republican caucus Chair. “The legislature’s decision to move forward with honoring these citizens is truly a triumph. The least we could do is recognize state heroes with a prestigious award, given their sacrifice, courage and valor.” Rep. Bacchiochi, a member of the legislature’s Veterans Committee, introduced the initial bill with State Rep. Melissa Ziobron, R-East Haddam, and celebrated its passage through the Public Safety and Security Committee on March 21. On May 23, the House passed the measure unanimously. The bill, which will allow recommendations for the honor to be submitted to the commissioner of Connecticut’s Department of Emergency Services and Protection by any member of the public, is scheduled for the State Senate. If it passes the 36-member chamber, it will be sent to Gov. Dannel P. Malloy’s desk to be signed into law, and become effective Oct. 1, 2013.
