Ellington-Somers Police Blotter: March 4 - March 11

The following arrest reports, provided by Connecticut State Police Troop C in Tolland and Superior Court in Rockville, are accurate as of March 11, 2011. Items on this list reflect charges filed, not convictions.

A South Windsor man has been charged with sexually assaulting a 17-year-old girl to whom he regularly sold alcohol, according to police.

Lawrence Clancy, 41, of A3 Marc Circle, turned himself into police on March 8 and was charged with two counts of fourth-degree sexual assault and illegal sale of alcohol to a minor. Clancy posted bond and is scheduled to appear in Superior Court in Rockville on March 22. He has been ordered to stay away from the girl and to not have contact with women 21-years-old and younger, according to his arrest affidavit.

Since July 2010 Clancy regularly sold alcohol to the unidentified 17-year-old female when he worked at Thunderbird Package store in Ellington. The senior at E.O. Smith High School in Mansfield told police that on Dec. 31, 2010 she went to the store to purchase alcohol to bring to a party in East Hartford that night, according to the warrant.

While there Clancy told her not to give his name out to anyone under age and then asked her to go into a back room to talk, according to the warrant. While in the room, Clancy asked the girl to show him her breasts; she declined and slapped his hand. He then repeatedly put his hand on her right breast on the outside of her shirt while he held on to her right hip, according to court documents.

The girl told him to stop, which he eventually did. Clancy then helped her carry the alcohol to her car in the rear of the parking lot, according to the warrant. At the car, Clancy told the girl to take down his cell phone number and asked her to take a naked picture of herself and send it to him, according to the warrant.

This is not the first time Clancy has been investigated by police, according to the warrant. In the summer of 2009 another adult female patron complained to police about Clancy's actions, according to the warrant.

March 4

At 9:24 a.m. state police responded to an accident on Pinney Street near Windsorville Road. Brandi J. Hawyer, 35, of 60 Pinney St., Unit 60, was driving a 2008 Hyundai Elantra east on the street when she didn't notice the vehicle in front of her was stopping at a stop sign. Hawyer's car rear ended a 2004 Honda Accord being driven by Lisa M. Snyder, 45, of 8 Fairway Dr. Both vehicles sustained minor damage; no one was injured. Hawyer was cited for following too close.

March 7

Shannon R. Althaus, 36, of 256 Mountain Rd., was traveling along Route 83 near the Ellington and Somers town line when she lost control of her vehicle on the icy roadway and struck a tree. Althaus was not injured.

March 8

Joshua Ramos, 21, was arrested and charged with possessing a weapon in a correctional facility, rioting in a correctional facility and second-degree assault. Ramos was presented in superior court and held on a $150,000 bond before being transported back to the Northern Correctional Institution on Bilton Road in Somers.

Luis Vizcarrondo, 21, was arrested and charged with rioting in a correctional facility. He was presented in court and transferred back to the Northern Correctional Institution on Bilton Road in Somers.

March 9

James P. Bronkema, 30, who is being held at the Robinson Correctional Institution in Enfield, was arrested and charged with possession of prescription drugs not kept in the correction container and possession of a controlled substance. Bronkema was presented in superior court and then transferred to the Northern Correctional Institution in Somers.
